Pelabuhan Panjang sebagai salah satu pelabuhan strategis di Indonesia memiliki intensitas aktivitas kapal dan bongkar muat yang tinggi, sehingga meningkatkan risiko terjadinya pencemaran minyak. Penelitian ini bertujuan untuk menganalisis peran Kantor Kesyahbandaran dan Otoritas Pelabuhan (KSOP) Kelas I Panjang dalam penanganan pencemaran minyak di wilayah Pelabuhan Panjang. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif-analitis. Data diperoleh melalui observasi lapangan, wawancara terstruktur dengan pihak terkait, serta studi dokumentasi terhadap peraturan dan laporan penanganan pencemaran. Hasil penelitian menunjukkan bahwa KSOP Kelas I Panjang berperan sebagai regulator, koordinator, dan pengawas dalam penanganan pencemaran minyak, yang diwujudkan melalui pemeriksaan dokumen dan peralatan pencegahan pencemaran, koordinasi lintas instansi, serta pengawasan pelaksanaan penanggulangan tumpahan minyak. Penanganan pencemaran minyak dilakukan melalui metode fisika, kimia, dan biologi sesuai dengan ketentuan nasional dan konvensi internasional. Namun demikian, masih terdapat tantangan berupa potensi kesalahan manusia dan keterbatasan kesiapsiagaan operasional. Penelitian ini diharapkan dapat menjadi referensi bagi penguatan sistem pengawasan dan peningkatan efektivitas penanganan pencemaran minyak di pelabuhan.
Oil pollution in port areas represents a critical maritime environmental issue with significant ecological, social, and economic impacts. Panjang Port, as one of Indonesia’s strategic ports, experiences intensive shipping and cargo handling activities, which increase the risk of oil pollution incidents. This study aims to analyze the role of the Harbourmaster and Port Authority Office (KSOP) Class I Panjang in managing oil pollution at Panjang Port. A qualitative research approach with a descriptive-analytical method was employed. Data were collected through field observations, structured interviews with relevant stakeholders, and document analysis of regulations and pollution response reports. The findings indicate that KSOP Class I Panjang plays a crucial role as a regulator, coordinator, and supervisor in oil pollution management, implemented through document and equipment inspections, inter-agency coordination, and oversight of oil spill response operations. Oil pollution management is carried out using physical, chemical, and biological methods in accordance with national regulations and international conventions. Nevertheless, challenges remain, particularly related to human error and operational preparedness. This study is expected to contribute to strengthening port environmental governance and improving the effectiveness of oil pollution management in port areas.
